Paper surveys and fragmented digital tools slowed field work, made location-based collection harder to coordinate, created extra steps between volunteers and administrators, and delayed the path from completed surveys to usable reporting. ## The approach Choice Apps designed Quick PIT around the full count rather than simply reproducing a paper form on a screen. Field teams can record GPS or manual locations, conduct interview and observation surveys, capture signed waivers, access training resources, and continue collecting while offline after signing in. The browser-based Control Center lets CoC administrators design conditional surveys, schedule counts, manage people and locations, watch submissions arrive through real-time maps and statistics, and prepare HUD reporting outputs. ## What the product covers - Offline-capable field collection with secure synchronization when connectivity returns - Manual and GPS-assisted locations for organizing interviews and observations - Dynamic Interview, Observation, Sheltered, and Household Member surveys with conditional logic - Signed waivers, training resources, notifications, and count-specific volunteer workflows - Real-time count KPIs, activity maps, demographics, and privacy-conscious recent activity - Reusable HUD and custom question banks with a visual multi-page survey builder - HDX-ready population tables plus line-level Excel and CSV reporting exports ## Choice Apps’ role Initial discovery and one-off product design with our local Continuum of Care, followed by product strategy, field and administration experience design, application architecture, full-stack implementation, security and privacy controls, release operations, documentation, and ongoing support. ## Outcome A local modernization effort became a reusable platform that connects field collection, offline work, consent, location management, live count operations, and reporting. Quick PIT is now available to other communities, with adoption underway beyond the community it was originally built to serve.
